Corruption, financial mismanagement, a lot of things play a part, but it is quite sad that "National" Law Universities have to rely on these admissions to squeeze extra money.
They're not going to go anywhere or change without massive institutional shifts.
And non resident indians are indian citizens in the first place, just they live abroad. The other quota is NRI Sponsorship where if you have a relative living abroad they can sponsor u in. Most nlus have this quota, NUJS being the highest ranked nlu that offers it. And no it has nothing do with lower or upper caste.
Certainly it could be considered as a means to get more money, but well ppl who have money are desperate enough for admission
