iPad is the best option.
Macs simply aren't budget. Even if the M4 Air seems great on paper, having a mac restricts you in too many ways (no, not just gaming but for instance having the latest spuriously obtained Adobe PDF software for example, which becomes a must-have). And the repair of anything will cost a kidney and give heart attacks. Get a good windows laptop at your budget - if the budget can accomodate a MacBook or iPad + keyboard, it is definitely big enough for a great machine that you will genuinely enjoy.
So my advice would be to go for a laptop right now, and maybe 2 to 3 years down the line you can go for an iPad if you feel the need for it.
iPad + keypad can only be your second screen and would be a luxury.
