thats a presumption no. Are there enough people who would be willing to forego hefty paychecks in private law firms to spend a few years pursuing graduate study as a fulbright student? I really doubt it.
You underestimate just how many want to leave and take a shot on having to never return.
but why should someone who wants to go abroad and stay abroad - likely making bank at a foreign firm- be subsidised through the fulbright?
Fullbright fellows are barred from applying for jobs anyways. One of the terms of the fellowship. It's a 'subsidy' through merit, see the profile of the past fellows from India
