One off case. Even NLS sits on phd submissions, doesn't mean they're bad. The quality still remains. Moreover, majority of central or state funded universities will not tolerate criticism of people in power.

No. Only international law folks allowed. The guidelines doesn't say so. But it's evident with the faculty and syllabus. Also the only masters degree they offer is in international law related subjects.
That is what I said. One is eligible to apply on the basis of their LLM. But that is only one part of the story. A serious applicant will also look at the department and its disciplinary focus to better estimate their suitability in it.

Look at the syllabus for the entrance exam. It's clearly international law heavy. So if you have an LLM in international law, it's preferable. Otherwise apply at other NLUs like NLUO, NLUJ etc that are now open.
