for ivy league colleges like harvard etc. and oxbridge you would need to be in the top 1% of your class or (get recommendations from top people and show extra+co curricular achievements)
in general just google "LLM admissions" + "college name" and you would be able to find the process. UK LLM applications (except for oxbridge and a few others) are free. US applications are always with a fee.
