The "Regulations" of 2017 cannot override an Act (here, UGC Act, 1956) passed by the Parliament of India through a Statute! Please kindly refer Section 12(b) of UGC Act as well to understand what is the basic difference between a "University" and a "Deemed to be University!" Like you said, just do a Google Search, it doesn't cost you much! Moreover, please check the OFFICIAL NAME of OP Jindal in the UGC Website + List of Universities under UGC which is updated every year. You can find aoP Jindal as a PRIVATE UNIVERSITY. Please refer it and came back for the argument! (Whatever states in University website is not authentic, please go through the exact details in the UGC Website or file an RTI to UGC - You will get the answer.) It's not a campaign dear! It's the law! What Consortium is doing is "illegal" and violation of the Bye-Laws of Consortium of NLUs registered under the Karanataka Act. Please refer the same if you don't know the whereabouts. It's available in the CLAT Website. Moreover, "if you don't have time, why are you responding here?" Be productive and make use of "your" time. No one forces you to post here, isn't it?

You do know that that isn't a fantastic example to use? After all, the legal scene hasn't changed all that much in the last 15 years or so. Barring NLSIU (perhaps add NALSAR, NUJS (doubtful now because of political bullshit), NLUD, GNLU), there are no options for legal education in India worth considering, and definitely none worth putting money into.

How can IIULER function just with six law faculties even after these 2.5 years of course commencement? There are very less number of students who appeared for IIULET (Entrance Test for joining IIULER) - In 2024, they did not LL.M. Students as well. No whereabouts regarding the 2022 LL.M. and 2023 LL.M. Batch Students of IIULER. For LL.B. also, there are very less number of students. I think in order to grab CLAT Aspirants, IIULER joined CLAT Consortium and so they can easily deceive everyone it as a Public University NLU which is funded by the government where in reality it's exactly the reverse!

Being the Former Vice Chancellor of NLSIU Bangalore and current Vice Chancellor of IIULER Goa, why Prof. (Dr.) R. Venkata Rao is not responding anything to this? He was in the CLAT Consortium for so many long years as he was the VC of NLSIU Bangalore for two consecutive terms and prior to that, VC for CNLU Patna for one term! He knows the system very well. Why is keeping quiet in this matter? He too knows this inclusion of IIULER is definitely to decieve the CLAT Aspirants and Law Students. This, not only Consortium but also the authorities of IIULER including the Hon'ble Vice Chancellor Dr. Rao should adress this issue

If IIULER is admitted, why Consortium in their Press Release does not state that it's not a National Law University (NLU)! Why they have not said that it's a Private University! This is the reason why so many Coaching Institutions, YouTube Channels and Websites are showing as "New NLU at Goa" is added to the Consortium of NLUs! This is deceiving everyone including the 75,000+ registered CLAT Aspirants

I congratulate for the decision you have taken! Else, you may suffer now. Even the Ph.D. programme at IIULER is not following the stipulated UGC Ph.D. Regulations of 2022 which now become a greater matter of concern after enrolled PhD Scholars discontinued from IIULER. Many of them visited office or UGC, Ministry of Education and Department of Higher Education (DOHE) with respect to the irregularities of PhD at IIULER. Even JRF Holders did not get stipend till date and they too are not accepted as Full-Time Scholars! (There is no use even if they accept as Full-Time Scholars because IIULER has no Remote Database or Online Library Access and the Physical Library is too small which is even smaller than those of tier two private affiliated colleges!)

If you are able to comment this, are you yourself including in the said community of "unemployed" people? We are raising a crucial illegality that Consortium of NLUs are doing. You can either support or dissent. If you are dissenting, please present substantiate evidences and sufficient proofs to corroborate your dissent. Speaking something which is not related to the topic is really what "unemployed" does like what you are doing now!

Why Consortium did not issue an official Press Release regarding the same yet? Why the are reluctant to address this grave issue? As per reports, more than 75,000+ candidates registered for CLAT 2025. Why Consortium is not bothered about the CLAT Aspirants and their point of concern?

Even Consortium in their Press Release for including IIULER does not indicate the meeting which approves the addition of IIULER, the document submitted by IIULER, the application submitted by IIULER, the seat-allotment ratio of IIULER and details of subscription fees paid by IIULER. But, when NLU, Prayagraj was included in the Consortium on October 2024, all such details where included in the Press Release by Consortium! This itself depicts the illegality of the inclusion of IIULER

Consortium very well know the inclusion of IIULER is against their Bye-Laws and "common sense" - It's the reason why they are not responding to anyone. But if a strong agitation is there from the side of law aspirants, students especially from NLUs, the President, Vice President, Secretary Treasurer and Permanent Members of Consortium will be forced to make a statement!

Did anyone know the whereabouts of two LL.M. Batch Students who paid more than 11 Lakhs per year (Academic Fees + Residential Fees at IIULER). They take LL.M. Students in the year 2022 and 2023. But none of them were placed anywhere. Even after paying India's highest LL.M. Academic Fees (6.75 Lakhs +), IIULER does not provide any Campus Placement Assistance or Internship Assistance to their LL.M. Students!

Suddenly in 2024, they did not intake LL.M. Students and for 2025, the illegally joined CLAT Consortium in order to decieve and attract law aspirants as IIULER is an NLU! The act is so shameful.

None of the LL.M. alumnus is being seen anywhere!

Yes, it's a fact. The University was established in 2022 at Sancoale in South Goa. It's situated in around 2 acres of land. There is just only one building (centralized A/C) with 3 floors. Nothing more and nothing less. Classrooms are very small. We can't even imagine how small the Physical Library is and that too without sufficient copies of books! (Please note, there is no Remote Database access at IIULER). In 2021 and 2022, before the commencement of IIULER, authorities stated that it will be build in a 45 Acres of land given by the state government of Goa. Moreover, there will be foreign faculties from top tier Universities like Harvard and Oxford. Till date, there is no foreign faculty (only 6 Indian law faculties are there - 2 Professor, 2 Associate Professor and 2 Assistant Professor)

The Moot Court hall is very small (even though sofa-like cushion seats are given to the audience). The single building of IIULER itself shows how facilities are lacking in the so-called branded institution! Many Private affiliated Law Colleges has much more infrastructure, library facilities and acreage than IIULER Goa

Did you really know the procedure of establishing a "State-Funded University" like an NLU? If so, please don't make baseless arguments! Every other people know how it works! So, don't be the one who misguide and decieve others for meeting the selfish needs of IIULER. If your statement is true, please attach the document (with link from authoritative website) [Consider it as a Challenge to prove your statement, else don't be the spokesperson to spread lies of IIULER)

FAKE STATEMENT - A Private University established under Section 2(f) of UGC Act through a Statute of State Legislature (here, Goa Act No: 16 of 2021) cannot be converted into a "State-Public Funded University" (like an NLU) without prior approval of UGC. Moreover, what you are stating is a mere lie! In India, there is no law for regulating or creating a National Law University (NLU) since it's not a Central University/Institution of National Importance like IIT, IIM, IISER, AIIMS, IIMC, IIST, IIIT etc. In addition to this, UGC has not even inspected and approved the review committee status of IIULER which was established in 2022 (Details are available in the official website of UGC)!

So, please don't make mere statements to confuse law aspirants and students. I am always stating with evidence/legislation and Gazette Notification from official government websites. I request you to please share the governmental documents/evidence which depicts that "the process for changing IIULER Goa into NLU Goa has started!" - Don't make fake statements! Know the law and be prudent before blabbering!

This is the problem with us NLU students. We don’t unite and seek accountability (whether at the intra-college or inter-college level) so the boomers do whatever the hell they want and ignore us. Then when we react it’s too late. Happens every single time.

Consortium is responsible for this! The authorities including President and Vice President of Consortium of NLUs must specify the reason for including IIULER Goa. If anything is found to be illegal or Consortium acts Ultravires, IIULER Goa must be excluded from the Consortium of NLUs and new Press Release must be provided to the general public through their official website

If everything gets Privatized, then Private Universities will act according to their whims and fancies! Article 12 and ambit of State will be wiped out! They will charge exorbitant fees! Even IIULER Goa has more than Rs 8 Lakhs per annum for LL.B. and till this year, Rs 6.75 Lakhs per annum for LL.M. (In 2025, according to their website, through CLAT, it will be Rs 3.25 Lakhs per annum!) - This will happen if government has no control over Universities and educational institutions!

This is a serious issue. As of now, many YouTube Channels and Websites label IIULER is as the "new NLU" which is completely wrong! Many people project IIULER as the 25th NLU added in the Consortium! This will deceive many aspirants (LL.B. and LL.M. students) who takes part in the CLAT Examination.

They will think IIULER as an NLU and a Public University! In addition to this, many websites wrongly project IIULER as a BCI Institution instead of BCI Trust - PEARL FIRST (an independent, autonomous body not under the Control/part of BCI) - All these will accumulate into greater speculations where students get decived as IIULER is a new NLU funded by the government!

So, the President of Consortium of NLUs must specify the reason/on what basis IIULER is included in their Consortium. Else, they must exclude Private Universities/Non-NLUs from the Consortium!

We all must send Emails to such authorities repeatedly to render justice! Else they will keep quiet and so many aspirants gets deceived by this act! If many people take up this matter, probably the authorities of Consortium of NLUs will be liable to answer how a Private University like IIULER is being added in their Consortium which violates their existing Bye-Laws!

In addition to this, I would like to add that even if NLU does not have a "clear-cut definition", all NLUs are "State-Funded Public Universities" - But if a Private University like IIULER enters into the Consortium, then it will get diluted. As time passes, more and more Private and Deemed Universities will part of Consortium of "NLUs" - Then, what is the point of badging/branding such a "Consortium of NLUs!"

IIULER is a Private University under Section 2(f) of UGC Act. It was passed by the State Legislature of Goa (Goa Act No:16 of 2021) - The point is that, irrespective of who is "funding" the University, in case of all other NLUs, they are funded by particular State Governments but IIULER is a Private University funded by a Trust - So, legally, Article 12 (the ambit of State) cannot be applied in a Private Institution funded by Private personalities. I think, the Consortium of NLUs is now diluting the scope and ambit of Article 12 itself!

Another problem is that, many aspirants will get "deceived" as IIULER is an NLU/Public University since it joined in the Consortium of NLUs! It's a big matter of concern!

Why the authorities including President (Vice Chancellor of HNLU, Raipur), Vice President (Director, GNLU Gandhinagar), Secretary Treasurer (Vice Chancellor, NLSIU, Bangalore) and other Permanent Members of Consortium of NLUs did not make any response to this grave violation? Why the authorities still keeps quiet regarding this grave injustice?

BTW I do support the theme of your argument that consortium should be picky about who they induct, as it does reduce the amount of money that they can divide amongst members, iiuler hardly had 1000 applicants who sat for the entrance exam, so it does not bring anything to the table, instead consotium should make an exmaple out of nlud which is flouting exisiting SC judgements like varun bhagat (which led to the creation of CLAT)

Please note that IIULER Goa is not a National Law University (NLU). It is a Private University. IIULER is not owned by Bar Council of India (BCI) but by Bar Council of India Trust - PEARL FIRST which is an independent, autonomous body that is not a part/under the control of BCI (Don't get confused IIULER as the University by BCI - It is a Private University run by a Trust [BCI-PF]). As per the Bye-Laws of Consortium, a non-NLU cannot join in the Consortium of NLUs who conduct CLAT Examination. Moreover, if a Private or Deemed University is included as a part of Consortium of NLUs, then how can we call it as the "Consortium of 'NLUs'?" Hereby attaching the clauses of the "Bye-Laws of Consortium of NLUs" by adding a Private University like IIULER, Goa into the CLAT Consortium,

1) Clause 1.1.13 - "IIULER Goa cannot become a Member Institution since it is not a National Law University (NLU)" - How can IIULER become an NLU? IIULER being a Private University established under Section 2(f) of UGC Act through the Statute of Goa Legislature (Goa Act No. 16 of 2021) will not come under the banner of National Law University (NLU). Moreover, while all other NLUs which are "state-funded universities," IIULER is funded and run by BCI Trust - PEARL FIRST which is an independent, autonomous body that is not a part/under the control of Bar Council of India.

2) Clause 1.1.13 - Being a non-NLU, how can IIULER join in the Consortium of NLUs in accordance with the said Bye-Laws?

3) Clause 1.1.13 - When did IIULER Goa pay the subscription fees and submitted a written request to the Consortium of NLUs for admitting them to the consortium? (Detailed Press Release of the admission of NLU, Prayagraj was listed in the Consortium website but details of IIULER is not published such as the meeting held for adding IIULER to the consortium, subscription fees paid by IIULER and the application/request submitted by IIULER)

4) Violation of Clause 1.1.14 - IIULER does not come under the meaning and scope of NLUs

5) The date, details and quorum of the meeting held for admitting IIULER Goa to the Consortium of NLUs is not published, which is against the said Bye-Law?

6) Violation of Clause 15.1 - Membership to the Society shall be open to all NLUs established by Central or State Legislation - IIULER is not established as an NLU by any Central or State Legislation but was established as a Private University under Section 2(f) of UGC Act through the State of Goa Legislature (Goa Act No.16 of 2021)

7) Where is the submitted documents and reports enshrined from Clause 15.2.1 to Clause 15.2.4 in the said Bye-Laws which prescribe IIULER Goa as an NLU who applies for getting admitted into the Consortium of NLUs?

8) Clause 15.6 - Since IIULER is not an NLU, how can they pay subscription fees (if paid so), prescribed by the Executive Committee (Only an NLU Applicant can pay the said fees as per the Bye-Law)?

9) Clause 15.8 - Being a non-NLU as per the Bye-Law, how can the details of IIULER Goa be entered into the Register of Members?
