To answer your question directly: French cuffs are indeed the pinnacle of formality. They are appropriate for courtroom appearances, business meetings, and certainly the only cuff style to wear for white tie and black tie events.
PS: One additional tip for you, double breasted jackets are also considered a more formal style, especially when compared to single breasted and three button jackets. So, you can confidently wear double breasted jackets to meetings as well.
