We have locked eyes multiple times, I really want to talk to her and ask her out, but due to all this professional set up I have never approached her.

Now moving onto another point - we cannot stop ourselves from liking people, and there's a way to pursue someone you really like, and I belive if you really like someone you won't do anything that makes them feel unsafe and uncomfortable.
There are people who met their life partners in such working spaces only, so let's not be hypocrite.
