PPO is not binding contract, so they cannot. Unless you specially signed employee and employer offer then it can be a issue otherwise they cannot.
Nothing happens at all, my friend had interned at two T-1 firms during the summer, and she got PPOs at both. Simply chose the firm that she liked working in and declined the other firm's PPO citing personal reasons.

If they gave you a signing bonus you return it. But no otherwise there’s no consequences. It’s much more expensive to sue you for a bond than to just replace you.
Also what happens if we accept PPO, but then decide to go for masters?
