Is it true that you can only get into central universities like JNU, DU, BHU through connections ? Do they not take in people from other universities for PhD without juggad ? Should I try & contact some teachers there ?

If you know a professor there, you can get an advantage in admission. It's the same with most universities of the world. If you have spoken to a professor at a foreign university about your work, they might be more eager to take you.

How do I approach the professor? He taught us one subject but wasn't close. Do I email him and tell him that I am applying ? Or do I send him my proposal ?

Mail him asking if he will be wlling to discuss your proposal over a meeting? Or review it.

Some professors have policies like this. But at most universities, specially abroad, it is necessary to have contacted the professor.

What about India ? Would the interview panel take it negatively about contacting faculty beforehand ? Or would they see it more positively that despite the chance I didn't try to contact the faculty, seeing it as honest ethically?

Depends on the interview panel. But in my personal experience, contacting is not frowned upon.
