Entirely depends on your connections. Partners value people who can bring business, so if you are from a prominent business/ politics/ legal family, it should be good enough. They will hire you if they can make more money from you than they spend on you.

Don’t know about a PPO but you can definitely get a call back through a contact
One of my friend is in Indus doing internship and he got that through contact but has not get placed yet. I can confirm that Indus does not give PPO through contacts.
partners don't want dead weight in their teams. As someone has already pointed out above, the most a connection can get you is an internship. You're on your own thereafter

That's not an exclusive argument. Most offers are contact based, even at lateral levels. That means intern came via contacts but was offered a PPO regardless of one. There is a thin line. Most offers have a system similar.
