You do realise that eligibility merely means that if an NRI student does score good marks at the university, only then will they get the scholarship? Keeping someone eligible to apply does not mean that they will be given the scholarship no matter what.
Can't be eligible for merit-based scholarships if you don't have merit, can you? NRI kids can join JGLS if they want such scholarships.

My only view is that all quotas should be treated on par. If NRI is excluded, then SC/ST should also be. Else include both.
NRI students are funding these scholarships. One cannot be both the funder and the beneficiary.
The very purpose of having NRI candidates is to earn extra money from them so as to subsidize the rest of the students. Giving them scholarships therefore does not make any sense.
