Do you solemnly agree to all of the above?
Three questions I suppose:
1. Is it the same as saying “Tamil piece of faecal matter” or “Bengali piece of faecal matter?” Or is “Jharkhandi” not an ethnicity as such? Just an artificial state composed of different tribes?
2. Was it directed towards a particular person or a community as a whole? If a particular person, then he or she is not named, so how can it be an offence?
3. Can it be seen as a joke?

Tamil Nad, Kerala, Gujarat, Bengali are distinct culture based states.
MP, Bihar, UP, Jharkhand, Chattisgarh don't have that much state cultural identity. They are states made for administrative reasons. Not for cultural or language reasons.
For eg. Bihar - even Biharis don't call themselves Bihari. They consider it as an abusive word.
