IISc Bangalore has had twice-a-year admissions for decades.
Even inter-IIT / inter-AIIMS transfer is not allowed (even though they are all national institutions). Keep dreaming about inter-NLU transfers which are established by different states through their respective state acts.
"offering biannual admissions is not mandatory for the institutions; the flexibility is provided for those colleges and universities who want to increase their student intake and offer new programmes in emerging areas. To be able to admit students twice a year, HEIs must make suitable amendments to their institutional regulations."
So first of all NLUs have to decide whether they want to follow this model. Right now at the scale for which they operate, there is no incentive to do so.
