I did not leave on good terms at a previous tier 1 that I was employed at. But during the course of interview with the partners, I did mention a few safe names from this workplace as I was asked about the people I had worked with.
The HR has now approached me asking for the names of my references in writing.
Would it be okay to skip this tier 1 and mention references from my earlier workplaces? Would this raise any suspicion?
Is it okay to mention a friend's name (same level as I) name from previous workplaces?
Will this law firm actually call up the references?

You answered your own question.
That said, no matter what never leave your existing firm on a bad note. I repeat. Never. T1 firms do a lot of background verification. So keep that in mind.
