Folks like Tarunab Khaitan were wealthy? Rhodes/Gates scholars are wealthy? Alright, the sorts of folks who go for undergraduate study overseas are disproportionately likely to be wealthy, but this is just a nonsense comment.
This is the 2nd time this post has been posted and yet not one useful answer. It's time we acknowledge India has no decent scholars. Therefore, only the wealthy will go abroad, stay abroad and the brain drain will continue to happen !

Try JNU. If not international law, atleast the international relations part will get covered. Also the research is top notch.

Hegde's area is international trade law, not law of conflict. Don't randomly put any IL persons name.
He's already retired. His last cohort of scholars were in JNU. Then Jindal poached him as "star faculty", but according to UGC guidelines he cannot take in any PhD or LLM dissertations.
