not being an asshole on any of those grounds will do 50% of the job pretty much, the rest is the government's job and you can pitch in through relevant charity/service work if you feel like it

this is offensive to people from all of those categories because you think they wont get in through the general category and they do. you go to jindal. Public institutions are for the public. Not for your special victims group.
