I have since then worked at another reputed mid sized firm and greatly upskilled myself and am recently thinking of applying to my ex firm but for a different partner in Bom office. Can my ex partner block my application? Partner is pretty senior and can’t imagine them being this petty, but Ive been surprised before.
I don’t mind if they ask my ex boss about me as long as they still interview me because I know i have grown leaps and bounds since then

Your ex may not even have any issue. All depends on the reasons of the fallout.
But separately- join another place where you are not on the backfoot even mentally. It will impact your work, interaction and confidence. And they are like Jack and jill who went up the hill.
Unless ofcourse this is a practice which is superb with no real alternative.
