OP here, I think your point is valid but still , such comments can make men very uncomfortable, especially if they are married and have a family - so i don't think anything at all justifies these comments - feel free to correct me on this please
Men generally welcome that type of attention, so nobody cares when they get it. Women dont, so you arent supposed to do it. There are men who dont enjoy the attention and women who do but trying to over engineer rules governing social conduct defeats the point of them.
Here's why I think this difference exists - women are afraid of being raped by men (and have good reason to have this fear, based on the numbers). Men generally don't fear being raped by women
