In fact, a very senior civil servant. Vikram's big break was an internship at the World Bank, which he converted to a job offer. His credit for that, but the internship would not have been possible without contacts. To get in through the door you need a contact.
She was a consultant for the FTC. While she's not entirely non-nepo in terms of family connections, that probably did not help her with the FTC.
The downvote is not for him working at the World Bank, but for him being claimed as a non-nepo kid

Vikram Raghavan is not a non-nepo kid. His dad was a senior (now retired) civil servant.
I knew of an NUJS alumna who had been working at the FTC, but that's a domestic US regulatory agency and may not be what you're looking for. This person was also a Rhodes scholar.
