Only 1 to 2% of Indians pay income tax. Thus, even a law firm associate will be in the top 1% of earners in India. So vote for Congress at your own risk!

1% of 1.3 billion is 13 million. Would that then include senior lawyers, or even law firm SAs? If you earn Rs 20 lakh to 1 cr a year, like most SAs or partners do, does that put you in the richest 13 million? I would think yes, because the per capita income in India is still very low.
