Subbarao is right. all these cabinet ministers pressure the RBI to falsify or manipulate information to paint a better picture. It happened then and it's happening now. Institutions have been rotten for a long time and the rot continues to grow.
Market Mafia is an interesting book which deals with some of the aspects concerning this. It's primarily about the NSE co-location scam but sheds light on the build-up to the scam as well. Don't know how credible the claims are though...
