The title.

I know that law firm jobs run on transactions and they are cyclical or seasonal (as in sometimes you may not have work other times you have a lot of work) but is it impossible to have a firm wherein you have not more than 8-10 hours of work every year. In U.S. and U.K. as well, law firms are known to have long work hours compared to average work hours. Why so? Why does a law firm with decent work hours not survive long (Pay, clients would prefer those firms who get things done faster or are there other reasons.)
