Salve is making specious arguments only to give his political masters some fig leaf of respectability. His main job is to muddy the waters, so people will think "Oh, the great Salve has spoken, our government is doing things correctly".
Everyone who has bothered to educate themselves about this topic already knows the issues. They tried to exclude people in Assam from the list of citizens, and found that they were also excluding their own vote bank. CAA is nothing but an excuse to say "we are using different standards for our vote bank when considering them as citizens".
It's good that Salve has made these arguments publicly. History will judge. History will remember. And history will not be kind to Salve.
Contrast this with how the US abandoned its "native" allies in Afghanistan, Iran, Iraq and Syria. Only the extremely fortunate and connected were able to get out and in minuscule numbers.
