It's has been almost three months now from the date of examination of AIBE XVIII. Result not declared yet. When will BCI act like a responsible authority?

When it realises that it cannot get away with not acting like one. Which seems to be never.

Furthermore my State Bar Council is asking for COP copy for mandatory verification

Bhai/ behen idk about others, but I still haven't received my AIBE- XVII (17) Certificate of Practice Physical Copy, despite giving and clearing the AIBE in Feb'23.

So I guess you will have to wait for a while.
