Can my current employer refuse my resignation, if I am not serving full notice period also, serving a notice period of 15 days instead of 60 days
Here's the thing. You can refuse to turn up. Worst case scenario: employer will sue you and if the court finds you breached your employment agreement by not serving the full notice period, the court will order you to pay salary equivalent to the unserved notice period to the employer. The court will not ask you to work for the unserved notice period.

Practically speaking, employers would not go to court, given the cost and time involved, unless it is high stakes. However, the employer may create hurdles by not releasing relieving certificate, etc or not clearing dues and then that becomes your headache to sue them to pay up.
It's almost 4 years since I quit Luthra, and still they haven't paid me my dues of around 20k. Don't know who has pocketed it and because they did pay TDS on it.
