At present...no one. Will take another decade to actually see some legal scholars emerge. For now people either are good in teaching or research. Don't have anyone writing about innovative or noval concepts.
There's always a list of top NLUs or top firms but never about the people who directly contribute to the legal education.
So, irrespective of university, course, age, gender or background, currently who are the top 10 law professors of India ? As in who are the experts that will help take legal education forward ? Who are the present day DD Basu, Chimni, etc.
P.S. Only criteria is they must be teaching in India. Since foreign ones unfortunately will not contribute directly to the Indian education system.
