Apply as many times as you want (within reason - something significant needs to have changed from the last application - you can't apply as soon as you get a rejection email - say once a year or so).
Of course you will need to disclose previous applications or they will check themselves and it will be a black mark if you have been rejected once already - you have to show some significant improvement in the interim.
