I don't think you can get through this with such a CV. Publications as well as previous internship experiences matter a lot. You must also justify applying to them and why you want to work in those specific teams in the internship form, which you can only do so by demonstrating publications and internships in your CV. A single NGO internship won't help. You will have to take it easy. Small steps. There are small thinks and NPOs. Like Agami, Civis. Look for other policy internships. Intern with them first. And go for quality publications.

If you work hard, by the end of 3rd year, you can have a CV worthy of being shortlisted with an organisation like VCLP.
