A writing sample can be any research work you carried out in your law school. If you have made any good project in any X subject, then attach it. Or if you have any blog publication, then send that.
P.S. - Attaching a writing sample is generally not necessary when applying with tier 2/3/4 firms. But it helps in getting your application shortlisted. A writing sample aligned with firm's practice area, can help the recruiter shortlist you application faster.
Email your CV, cover letter and a writing sample to Tier2/3/4 litigation firms. Website of these firms will have contact info and email address. Google out. Make list of such firms. Start cold-emailing as per the area of practice.
