It's very simple. Merit seats at NLSIU, NALSAR and NUJS have been progressively eaten up by various quotas, so students who would have normally made it to these colleges on merit are being pushed into the next-ranked colleges like NLUJ and GNLU. So you have very bright students in these colleges and they are picking up TCs and prestigious scholarships abroad.

This is true. NUJS has produced a 2 Rhodes scholars from their NRI and Domicile quotas respectively. But one thing to understand here is that the kids coming from these quotas are very privileged in every sense and are able to leverage that at a good law school to get top jobs and scholarships. They just had a relatively poor day in CLAT, which can happen to anyone. But the fact remains that in a public law university, having such quotas defeats the very purpose of inclusive access based on merit.
