If I decide to for vacancy in other colleges, will the confirmation fee of 20k be refunded if I dont go for the consortium allotted college?( I have frozen a seat)

It should be, but the Consortium of NLUs is refusing to do so. It's ridiculous how obtuse they are pretending to be. How can an organisation like CONNLU conduct themselves in this manner?
