Caution: You will never get a PhD unless the VC himself believes that your thesis is good enough. This is even if all the evaluators and domain experts have passed your thesis. And even if the VC has no idea about your area of work. If he doesn't like your guide, then you won't get a degree in 5 years at least. There are people who have been waiting for over 2 years now after submission.

Law isn't an academic discipline, it's practical one. Go to tees Hazari instead.
NLS (and all NLUs) are for UG. Hence their entire process and culture are tuned toward UG. Research is a different ball game altogether. It takes a generation to cultivate a research culture. The older IITs have been trying to do it for years and have only been partly successful. If you want to experience true research culture, just go to IISc across the town and see for yourself. That's real research - it ranks no.1 in the world (yes, in the world) for research.

If IISc has a law school, who will even talk about NLS and other state NLUs? As an example, IISc Medical School will start operating from 2025 (https://medicine.iisc.ac.in/). IISc Law School (should it happen) will be in a different league altogether.
Expertise in one domain need not translate into excellence in another. For instance, IIMs and IITs have opened law schools now, but nobody will go there if they can get into the top NLUs.
Give it some time......for example. IIT Management Schools are now better than many IIMs. The change is happening even as we speak. Be careful what you wish for.
I wish for excellence in all educational institutions and greater healthy competition leading to everyone's improvement.
