You can go for the Centre for Policy Research. They have a dedicated wing on land reforms etc.

You don't need crores of money to do legal research. Just the right mindset and dedicated faculty and students. Which at least some of the centres have.
Most of the research centers of NUJS look like a scam tbh! They hardly have the funds to operate
