You are all aware that the quality of education at National Law Universities (possibly with the exception of NLSIU, NALSAR, and NLUD) is declining. Most of these NLUs lack an institutional structure resembling other leading academic institutions such as IITs and IIMs. The VCs have unrestricted discretionary authority to manage these NLUs however they please. These VCs act as if these NLUs are their own private estates as they play with the lives of the staff and students. These NLUs are notorious for their levels of corruption, favoritism, and sexual harassment. A recent case of gang rape in one of the NLU went unreported as a result of pressure from the Vice Chancellor. Academics, research, or anything else that would improve the standard of education are not prioritized in these NLUs.

The Chancellors, who are typically the CJs of the relevant HC, are too preoccupied with their own tasks to monitor the affairs of NLUs. The political executive also hesitates to interfere, as judges are in charge. This situation makes the NLUs typically the private estates of these Vice Chancellors.

In this regard, we are filing a Public Interest Litigation to the Honourable Supreme Court of India, requesting the court's intervention in building a uniform institutional framework for all NLUs pan-India as well as the creation of an efficient supervisory mechanism to provide a mechanism of checks and balances on these VCs. An additional prayer may also be made for instructing the government to enact central legislation for NLUs.
