Sir, may be consider that General Counsels have not adequately conducted "Expectation Management" for the Board Members/Business Heads. Similarly, Law Firms too should do client expectation management.
If you weren't so incompetent in the first place, your board would not have to spend the money. Good legal advice comes at a cost. Besides, don't see you complaining when you pay that fat Sr. Counsel bill.

Calling out GCs who agree fee and then delay payments way beyond due date, and ask for discounts after the work is done. Time for law firms to name and shame such GCs and companies.
Get an approval system at place.
Make sure every task that's expected requires a time estimate approval.
Make sure to identify the seniority of resources at work for you.
You would do the same if you were in the Law Firm's shoes.

Legal function in the company is a cost centre and not a revenue one.
May be you should start being a bit more competent so as to add more value than just being a link between external legal advisors and business. Maybe then you won't have to run to a firm for every trivial issue.
