Now you had the tragic incident in Noida. It is all over TV news today and trending on social media. On Twitter this is unfortunately becoming a slanging match, with animal rights activists being accused of being woke, elitist etc. The same thing is playing out in law school campuses across India , where one section of students is welcoming stray dogs and others want them taken away. But if we look at the problem rationally, should these be the solutions? Also, is it time the SC hears the matter, as different HCs may give different rulings?
A cull as you suggest is also not free to do in an organised manner, or even if you are planning to offer bounties to vigilantes to pick up and murder dogs on streets.
And it's a short-term 'solution': you'd effectively be planning a genocide of the entire species, except ones that escape and go feral. Any that remain, would start breeding again and populations would increase, and you'd have to keep killing more dogs year-by-year.
Finally, how to 'solve' the practical aspects: who decides which dogs get to live and which die? Will exceptions be made for stray guard-dogs, or strays that have been adopted or are loved by a community?
Dogs are territorial in nature and don’t venture of of their zones.
If there are more than 5 dogs they should be shipped to the nearest National Park or WildLife Sanctuary.

2. Regulate by punishing violence against stray dogs, that make them more aggressive (research proven also logical)
3. Rabid dogs to be housed in "blue cross" type organisations that claim to do some social work.
4. NGOs to regulate and designate specific feeding areas
5. Streamline adoption processes
Kuttas should be mass-culled. No need to sterilize them and unnecessarily feed them (a waste of resources).
And for all our Make in India pride we have relatively few pet owners who happily adopt Indian animals. (I've seen all kinds of foreign breeds including Siberian Huskies in Mumbai.)
It's horrendous that babies and children have been hurt. But a 'mass culling' is the laziest possible thought process, not to mention inherently completely unethical. It's evident that the human species is the most parasitic and destructive on the earth. We could well see a day when the rich and famous argue for a 'mass culling' of the rest of us. Let's be brighter than this please.
Solutions are so obvious they need not be stated, and have actually been described well by commentators 1.1 and 2. Please read those if you haven't already.
Lets remember that dogs were created by men, by a process of eliminating aggressive wolves and breeding the more gentle ones. That being the undisputed truth, I think it is only an extension of the same practice to put down aggressive strays in a humane manner. Even an aggressive pet dog must be put down if it habitually attacks humans.
If you're a dog lover, adopt, don't shop!
There is a dire need to regulate breeding and sale of dogs.
Sterilization of stray as well as pet dogs is important.
