Political Parties shape the public opinion. Even if some argue that the word 'bhakt' is an understatement, if the ardent followers of the parties see their leaders, who they respect, express their views about a particular topic then the followers will do the very same. Most do and in our nation, the concept of dissent within political parties has been defenestrated much like the sane ones who practice it.
My point being, an 'agenda' perpetrated by the politicians can always transform in a public movement and believe you me, I already have an uncle who is perplexed and somewhat angry about the 'hatred' for Hindi in the South.
It is endemic.
People are just not taught good writing, forget good legal writing.
It is a political agenda yes. But it affects the life of real people.
My parents in central govt were forced to learn Hindi and sit through Hindi classes. They speak impeccable English, but somehow that's not enough? (and no, they don't have public facing jobs)
Hindi or for that matter any language will be
learnt, should the need be.
On the other hand, I never stumbled upon a north indian settled in the South and having localized by trying to understand and communicate in the language the locals speak.
Classic example of language imposition.
Wish the hegemony in the name of language ends very soon.

same goes with other state people,if u r from andhra or telangana u communicate in Telugu,hindi,english.
if u compare with foreign countries they dont have speak more than 2 languages,one is their mother tongue and english.
in india we have various languages to communicate and u cannot dominate everyone to communicate in english.
if u are travelling in metors,public buses,autos,communicating with vendors ,etc,etc.they wont even entertain you if u will speak in english.
English is used for communicating in organisations and for your earning purposes.
instead of looking it as a taboo topic,be proud of yourself that you know more than 2/3 languages to communicate and survie.

I admit my limited knowledge of this glob lingua franca called English. I have no sense of compunction in not mastering it.
"I don't do nothing" is bad English in the UK but it's perfectly acceptable in Africa.
When good grammar, by itself (and not as a proxy for social power) creates a material premium in opportunity or outcome, those who employ it will rise to the surface. Status quo doesn’t need it yet. Nobody who is doing well thinks it is important to cross this hurdle.
The two ELP partners who interviewed me spoke flawless English, but then the two DSK Legal partners that I have been speaking with not quite so much. They had a very pronounced haryanvi accent.
