Voting for your Bar Council is VITAL for you to push change and improve your life. So please don't take it lightly and make sure you get your name on that voters list.

You can appear. But you will have to check if you can file Vakalatnama on your own. Some states mandate a locally enrolled lawyer only be entitled to file a Vakalatanama. These will be in the rules framed by the High Court under the Advocates Act.
c. Since I have cleared AIBE exam, can I appear before the Supreme Court? I understand that I can't do filing as only AORs can do it. I'm not sure about the appearances.
