I have some friends from other field who mention this concept but by colleagues at the firm, myself included, do not seem to be familiar with this whole concept. Any kind soul care to tell me what this is all about ?

Assuming he gyms for 1.5 hours at max, why can't he take up the tasks at 8.30pm? He seems to be doing exactly this as OP mentioned "He would send the work to the senior by 9 pm." Will heavens fall due to 1-2 hour delay?
Because I have other tasks lined up for morning including briefing the partner and setting to dos for the sub teams.

After reading the comments it appears. That the A0 is Awol right from 7 pm. He doesn't care about the team. A0s can and should have their dinner on time but they should also be ready to share responsibility. I have seen lousy A0s snapping when I give them factual feedback.
