Brother laser printers are best for b/w printing on legal + A4
Very affordable and have duplex printing option. The hardware is sturdy and doesn't break down.

The flipside is it's too heavy and makes a lot of noise.
See ink tank (not ink jet) printers. Both canon and HP have good models. Ink tanks are MUCH better than cartridge based printers:

Rent, don't buy. You get much better options then and only a monthly cost to worry about.

Legal Printer is around 60K. But cost difference is affordable.
A3 paper is different size from legal printer. A3 is double (or 4 times?) the size of A4. Legal is slightly longer than A4 but of same width. Legal paper is used in courts, not A3. If you go for A3 printer, it will be expensive. But a legal printer will not.
Whatever you buy, make sure it comes with Automatic Document Feeder. Trust me if it doesn't have ADF and you have to scan each page manually, it will become a nightmare.
I did not buy a scanner with an ADF three years ago and now my clerk spends a good chunk of his time scanning. Getting a proper scanner soon.

People opening independent offices, listen to this advice. A couple of thousands extra in the initial investment is worth it.

Legal Paper is still used in courts. Many Government offices still ask for A3. Prints
I heard the Supreme Court and many HC have decided on accepting A4 paper by now

Got this when I went independent at the suggestion of a friend who got it when he had gone independent.
Even I have been using Brother printer. these are low maintenance excellent device.
I got the Brother black and white laser printer. Inkjet printers are far too expensive in the long run.
Is it just A4 or does it have Legal printing capabilities?
