CAM any day. They may be a family run firm, have several HR issues, but 2 things no one can take away from CAM - the brand and quality of work. I am sure that the offer of CAM may be slightly better than JSA.

Since you have got a PPO, you must be knowing about team culture and quality of work. Law firms are extremely partner centric, it's a choice between partners and not firms. JSA has a few good partners in terms of quality work and work life balance. If your partner at JSA is well known in the circle, go for JSA.
