I think we can agree that it wasn't exactly quality that determined which institutes were conferred the IOE status but other extraneous circumstances
Also, even then, IoE's have some autonomy but they can't do anything and everything. They can get derecognized too
Kian should stop accepting any ads from Jindal. Anyway Jindal's PR team is very active in LI comments section. That's enough publicity
