if your resume matches (you can demonstrate relevant internship experience/papers), then yes - shoot your shot.
I'd suggest getting in touch with the team, maybe your buddy or whoever you worked the most with.
If one has a great CV and there is a vacancy, I don't see a reason why not.

What do others think? Is there someone who's got in like that?
Do Tier 1 firms take A0's when one applies directly to them? Assuming one has interned there before and did not get a callback/PPO? Or can one directly reach out to the partner for this?
