This is true. IAS, IPS officers work in the corridors of power to wield influence in society. Corporate lawyers work for only money. Money is by far the biggest motivation like power for bureaucrats.
Take away these officers' perks also, including their bungalows and gaadi and then we'll see whether they turn up for work. A lawyer derives no perks from his job - he or she uses her own money to buy all of this.
We learn how to do our job and interpret the law, which is a tool that can be used inside and outside law firm to create value.
If you don't get the transactions done, most of the other work that you mentioned won't happen on a large enough scale. For every IPO of a company, money comes in that helps the company to produce more value. You may look at it from that perspective.
