The Bar Council of India (BCI) has doubled the inspection fee for law colleges in India again, for the second time in 2 years.
The fee is now Rs 3 lakh for a 3 to 5 year LLB degree course, and has increased to Rs 5 lakh for an Honours LLB degree course of all durations.
National law schools would all have to pay Rs 5 lakh to certify their LLB programmes.
Although the notice was dated 21 May 2016, it was just uploaded on the BCI website several days ago.
Two vice chancellors (VC) we spoke to were not aware of the inspection fee hike, while one VC was only recently been made aware of the change by a BCI official, and termed the increase “ridiculous”.
In July of this year, a CBI court had convicted three lawyers who were BCI members at the time for seeking several lakhs of bribes from colleges during inspections.
According to an addendum on the BCI’s legal education site, the BCI legal education committee had decided on the new fee on 21 May 2016, according to the following notification:
The Legal Education Committee at its meeting held on 16th & 17th April, 2011 has decided to increase the inspection fee from Rs 1,00,000/- to Rs 1,50,000/- for each course. Therefore all the law colleges are informed to deposit Rs 1,50,000/- for each course alongwith application and check proforma by way of Demand Draft drawn in favour of the “Bar Council of India” on any Nationalized Bank payable at New Delhi.

The BCI had planned to increase inspection fees to Rs 3 lakh at the end of 2014, as then vice chairman SL Gowda had said in an interview with us.

1 . The money is used to improve the standard of legal education in India, or used to fund stipends or scholarships for poor students.
2. I don't have a shady, paan-chewing BCI guy seeking a bribe in addition to the fee.
3. The low-grade colleges that were previously recognised are now de-recognised.
4. An enquiry is launched into how those colleges were recognised and bribe-takers charged.
