After a meeting between the Bar Council of India (BCI) and the law ministry on the subject of the entry of foreign law firms, as reported by the PTI over the weekend, law secretary PK Malhotra told Bar & Bench:
The BCI has agreed to prepare a draft regulation for consideration by the concerned parties.The draft will be circulated shortly for consideration by the concerned parties. This is a step forward and we are very happy with the development.
We have to watch the interest of the Indian legal community. It should be a balanced regulation without compromising the interest of the legal community then only we can provide some comfort to foreign lawyers.
A government response to the pending Supreme Court case against foreign law firms would be formulated after the regulations come out, said Malhotra.

Seriously though, there's many a slip twixt the cup and the lip. We are much further than we've ever been, even during Bhardwaj's time, but there are any of a number of things that could happen yet that could completely stall the process dead in its tracks...
So they have asked BCI to make regulations on foreign law firms which conflicts with interest of its current domestic law firm members (who WANT our nation to remain at their mercy by restricting Foreign Law Firms in India). Everybody knows that BCI is represented by selfish vested interests law firms run by the likes of cyril, shardul, zia, rajiv luthra, khaitan etc.
forget directing, this goes to show that law minister and Secy P. K. Malhotra are incapable of even drafting a policy on entry of international law firms in India. unless PM Modi intervenes, no body else in government (including law minister D. V. Sadananda Gowda and Secy P. K. Malhotra) has the courage to challenge selfish vested interests domestic law firms run by the likes of cyril, shardul, zia, rajiv luthra, khaitan etc.
its typical dirty trick of a lousy lawyer - to delay and seek adjournments. powerful selfish vested interests domestic law firms add one more: REFUSE!!!
