Let's start with treating women as equals and with dignity and not as some secondary products owned by certain men and only aim for money.

Then victim blaming, I see so many people not believing victim statements but making conclusions based on the accused. It's almost as if men believe men more.

Then stigma in reporting.

In matters like these the solution can be -

Grass root mentality change - takes time, a lot of time but has to be doneTalented and passionate people becoming people with power - and not going for cushion jobs like MNCs - it is what it is

Men and women both need to become aware that they do not hold any right or power over others, the mindset of people is corrupted these days and the guts to act on the shit thoughts they have in their minds with no fear of any consequences is saddening.

Actually when you take the rapes per million people India stands on par with the global average, its just that our population is so high this seems like a common occurrence. Please check whether countries allowing chemical snip snip and other "scary" procedures have seen verifiable and irreversible decline in rape complaints. Also please check how the convictions were secured, for example how many resulted due to "plea bargaining"; is there a disproportionate number of folks coming in from those considered "outsiders"

Not really. Ever heard of marital rape? Or the hundreds of cases that take place in rave parties and go unreported? It is not an economic thing, but a product of patriarchy and the male desire to dominate women and treat them as chattel even if momentarily.
Shouldn't we be focusing on quality education? I don't think these things happen in void. Like others have said impunity etc. Others things like income inequality and no access to mental health services for common people. Shouldn't local communities have mental health professionals especially for children and teenagers?
Most of the local communities don't even have proper physical healthcare facilities in this country.
