That is absolutely fine. I've done this twice before but I would suggest you do this before signing the engagement letter. Just draft a nice mail stating your incapacity to join currently and leave it at that.

This happens more often than you think. If you go on to reject Firm X's offer after accepting it, you are likely to be blacklisted by Firm X.
Is it all right if I accept a better offer from another firm after having already accepted an offer before?

E.g. PPO from Firm X. Accepted. Firm Y makes an offer now. Can I legally still accept an offer from the latter?
