Father wrote a Will for his self-acquired property. He has two sons and three married daughters. According to his Will, property can be sold by wife. If not sold during her life time, after her death, property right passes to the two sons. Three daughters can claim only one lakh rupees from the sons. Father died, mother died. Unmarried elder son also died. Three sisters obtained legal heir certificate for the property of their unmarried and dead elder brother. Younger brother refuses to share the property value of the dead brother's share. Can the sisters claim the property value of their dead brother.
This is what legally India should be used for, asking Law subjects related questions and not political , NFSU related , Dating, what type of food to eat and Which NLU is better type of questions. In my opinion, Mods should only publish law related questions and should refrain from publishing other useless threads.
Yep

Assuming he died unmarried, intestate, and without any other heirs

Seek partition of dead brother's undivided share (assuming that the proceedings in relation to father's Will not already initiated.)

Also, see even father's will to be probated, if he died in or some property is located in the (former) presidency towns
